a week later.. but not sure, I think you may be able

This is kinda like the greendot Visa, when I checked the locations for loading the card the greendot moneypak card came up for the logo.

I just signed up and have gotten my $5.00 and my new card is on the way woo hoo

I do not know why it says $10 on the banner.. maybe you get another

Yes you get another $5 when you send money or load the card with your bank account/Debitcard/Creditcard. You also get $5 for every friend who you get to sign up and verify thier account.
