Not sure if this is for all their casinos or just Jackpot.
But I read on another forum, that Bell Rock Entertainment is no longer allowing even their old players access to their accounts.
Whether you live in a restricted state or not.

I don't really play there and deposit anymore, but have an account for
every casino of theirs.

I did just try to log in to the Lucky Nugget, and it was fine.
