no, in this case it is wager $100 get $15 free. 
You could deposit $25, get 25% bonus and if you wagered
$100 on the new slot, you get $15
As I read it, you would even get $15 if you did not deposit today,
as long as you wagered the $100. (like if you already had
money in your account or had a freebie and wagered.)
Keep in mind that sometimes they bonuses do require
a deposit of a certain amount. In that case it would say:
"Deposit $100 and wager on XX slot get $XX free the next day"

I deposited $25 with my monthly 100% bonus, and managed a $300 cash out (now flushed,) the new slot is pretty cool. Thanks frankie for giving me that opportunity. What a nice early birthday present.
