Intertops ICC Payout Delays

Anyone else having a problem with their ICC cards getting paid? I had a payout deducted from my account on Monday. I called last night because it hadn't been put on my ICC card. The rep assured me that it would be today. Still not there. Called again and they said they are "having issues" with ICC card processer, and could not guarentee when the funds would be available. I asked for a refund of the $15 charge I pay for the convenience of timely payments. They said no. Should have done wire transfer I guess.

Where did the $15 charge come from?

email Intertops They have been super fast with payments lately,
so I am sure they are fixing the problem

I withdrew on the Dec 1st (paid in 24 hours) and only payout a month is free, the rest are $15 each. The real kicker is I made another one last night and that also has been taken out of my account and charged $15. So $30 in fees for two withdrawals and I haven't gotten a penny. Thanks for the help.
