I use a Netspend Visa to fund my accounts and I use Payspark for withdrawals. Of course, you have to pay at a casino who uses Payspark. I only have a Payspark ATM account which is fine by me. I used it to get withdrawal from Riverbelle and it worked great. I used it at bank atm machine and had no problem getting my money. Also it was available as soon as they got it from Riverbelle, about 3 days I think. So I recommend Payspark for withdrawals. I'm a Microgaming nut so it works for me.
