But how does that work for you in the US? Is there any way for you to withdraw such small amounts. Wouldn't a wire cost more than the winning itself?

Drakella, No, I would cash it out if I won and reverse it and try to win more. Even if I could cashout $25 to a wire it would be stupid due to my bank's fee of $15! 
I doubt $25 can be withdrawn for most methods, except maybe an ewallet. Checks and wires have higher limits.
